College teachers boycott exams
SEPPA, Apr 14: Arunachal Pradesh College Teacher Association (APCTA), Seppa unit today sat on a daylong protest along with rest of colleges across the state to protest against the repeated assault on faculty members during examination.
APCTA, Seppa unit has condemned the act in strongest term and protested by boycotting Rajiv Gandhi University (RGU) examination which was due on the day and demanded exemplary punishment to the culprit involved in the incident. DIPRO
Meanwhile, All Papum Pare District Students Union (APPDSU) extended its solidarity with Dr. KK Rai of DNGCI and Dr. Punia Tao of JNC, who were assaulted by their own students.
Further, APPDSU urged the Arunachal Pradesh College Teacher Association (APCTA) to review its decision to boycott university examination as continuation of the boycott decision will affect the future of thousands of students. APPDSU also urged the college authority to take disciplinary action against those students, who have committed such a condemnable act.

Army personnel accused of molesting women in Taraso, angry villagers file FIR

ITANAGAR, Apr 14: As the state grapple’s with the issue of imposition of AFSPA that gives the army a free hand to kill and terrorise millitants and civillians alike,12 Indian Army personnel are accused of molesting three Arunachalee women in Jullang village of Lower Taraso in Papum Pare on April 6.
The unidentified Jawans of the Indian Army reportedly came to the village twice; once in the evening and at midnight.
Techi K, a widow said that some Army personnel had come in the evening to her house. "They wanted to know how many people were in the house. They asked me where my husband was and whether I have any grown up male member in the house".
Soon, they left but only to come back at midnight.
"They barged into my bedroom. They did not say anything to me but ripped apart the mosquito net and started touching my face and other parts of the body. They misbehaved with me" says the shocked woman.
They left the house, only to land at Techi Y's house.
"The Army came at 12 AM to my house and assaulted me".
"What kind of law is that allows Army to enter our houses at midnight without our permission" she asks as she struggles to share what happened with her.
"This vulgar and atrocious act has totally shocked my wife and a deep sense of insecurity and fear has spread in the village and Taraso circle" says her husband in the FIR.
In yet another house, Army entered the bedroom of a married couple.
"We were sleeping when Army entered our room and started to misbehave with my wife. When I protested, they dragged me out of the house. There were 12 of them. They left our compound laughing", says a man, too shocked to comprehend the situation.
The villagers stunned at the audacity of the Army are questioning the legality of such unwarranted action.
A local former PR leader said that such kind of harassment will not be tolerated as he sought the help of the authority to identify the culprits.
"Instead of harassing the people here, they should go where there are militants", says a man. An FIR has been lodged against the Army/Paramilitary by the villagers at Balijan Police Station accusing Indian Army of public atrocity, outraging the modesty of women and trespassing.
OC Balijan Hano Chatung said that case has been registered and detailed enquiry will be conducted on Wednesday.
The Local Police have not been able to identify the Unit of the Indian Army who entered the village.
The Army and Paramilitary forces often ventures into Tarosso area as they continue their offensive against NDFB (S). But this time the villagers are in a state of shock and want to know what led to the appalling behaviour.
The village, with 12 houses is adjacent to the Secondary School, Taraso and within the 500 metres radius of Police Outpost.
An official said that there were times when Army or the paramilitary would let the local police and administration know of their movement. But since the news of extension of AFSPA in the state, there have been no communication about the movement of the Indian Army in the area, according to an insider.

State govt charges Centre of not sharing intelligence report
ITANAGAR, Apr 14: The Home Minister has claimed that no intelligence information was shared with the state Home Department in connection with recent attack on Army at Khonsa in Tirap District of Arunachal Pradesh leading to loss of three jawans as claimed by MoS, Home, Kiren Rijiju.
State Home Minister Tanga Byaling clarified that he had sought detailed reports on the matter from the security agencies and district administrations from across the state but could not ascertain presence of any sanctuary of extremist as claimed.
Meanwhile Byaling has denied the statement of MoS, Home of having telephonic conversation in regards to extension of AFSPA in all districts bordering with Assam.
The State Government had been always coordinating with the Union Government on internal security as it believes that internal security is collective responsibility of both State and the Centre Governments, the statement added.
Meanwhile, the State Cabinet decided to request Government of India to review and reconsider MHA's notification issued on March 27th 2015 where the Armed Forces Special Powers' Act (AFSPA) was extended to all the districts of Arunachal Pradesh bordering with Assam.
While taking into consideration that Arunachal Pradesh has been the most peaceful state in the North East Region with no history of home grown insurgency, extension of AFSPA to border districts of the State in entirety is not justified at this stage, a statement read.

It appears that it was not only the common people who were shocked with centre's
sudden decision to impose the dreaded Armed Forces (Special Powers) Act to 12 districts
bordering Assam. The centre managed to shock the Chief Minister of the Congress-
Clearly upset Nabam Tuki in a meeting with Union Home Minister termed the centre's decision unilateral and called for review of the dubious move. The decision obviously was not taken in consultation with Arunachal and media houses got the copy of the notification faster than the oblivious government.
While, the centre and state shift blame on the lack of security measures in the state in the wake of alleged penetration of militants in the border areas, the fact that the Minister of State for Home affairs is from Arunachal is not lost on anyone.

NSCN, ULFA, NDFB have been active for a long time and have used the soil of Arunachal.
The three factions of NSCN have made Tirap, Longding, Changlang as their area of operation and runs a parallel government. It is for everyone to see how successful the Army have been in dealing with the terror groups in these three districts. While the Army and the factions of NSCN play hide and seek, it's the common people who are caught in the middle.

Now, even as the Home Ministry says that it will review the decision, the centre has left the state government with no option but to listen to what it dictates. The weakness of the state government is palpable. The centre knows very well that Arunachal do not have the resources or the power to deal with security issue as huge as this.
Arunachal already is one of the most heavily militarised zones in India but the people of the state have always been receptive to the presence of the Indian Army so the centre's decision to put the state under the cover of AFSPA is not only baffling but disrespectful as well. How does one begin to explain why a law that legalises the blood in the hands of the Indian Army is imposed in the state?
Buddhism symbol of peace: Tuki at Sangken

Sangken is being celebrated as the traditional New Year's Day from 13 to 15 April by the Theravada Buddhist Community such as Khampti, Singpho, Tikhak Tangsa living in Arunachal and other parts of the world. Hundreds of members of the community thronged at Theravada Buddhist Temple at Vivek Vihar this evening to take part in the ceremonial bathing of images of Lord Buddha.
Greeting the Theravada Buddhist Community, Chief Minister Nabam Tuki stated that Buddhism is symbol of peace and harmony. Outlining religious values and communal harmony, Chief Minister urged the people of the state to participate in the festival irrespective of tribe and religion. "Sangken festival should be celebrated by every community, so that communal harmony will widen" said Tuki. The CM also participated in Saun Fra (pouring of scented water on idols of Lord Buddha) ceremony.
The monks of the temple offered prayers for peace and harmony and wellbeing of the human kind. The festival revelers splashed water on each other and greeted for happy and prosperous New Year as part of festival. Clean water is considered to be a symbol of purity marking Sangken.
Anshu all set for ‘Everest Again Expedition 2015’

NE protest march against Army brutality in Karbi Anglong
ITANAGAR, Apr 14: Large number of students, teachers and working people from different communities of North East took out a candle march Delhi today in solidarity with three women raped by army personnel in Karbi Anglong district of Assam.
The candle march resounded with the slogans of 'Repeal AFSPA', 'Arrest the rapists'.
It is to be noted that AFSPA (Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions.
Hem Chandra Brahma, member of NEFIS said during the meeting, "This is not the first case of brutality. People across the communities from the North east have to unite against the draconian law of AFSPA".
Maya John, noted women rights activist also joined the public meeting in solidarity with the issue raised by NEFIS.
"Even in Justice Verma Committee report there is an emerging concern that AFSPA leads to condition where democratic rights can be violated with impunity. Armed personnel have been using this impunity to sexually assault women". Chinglen Khumukcham, convener of NEFIS also raised the issue of AFSPA being extended to Arunachal Pradesh. He added that NEFIS will be raising this issue at national level.
ITANAGAR, Apr 14: The Corporate Social Responsibility (CSR) schemes will be screened and recommended by the Circle Level Monitoring Committee (CLMC) headed by Dollungmukh Circle Officer. After quality implementation of the schemes assets created will be handed over to a committee for proper maintenance. All other schemes submitted so far shall be reviewed by the CLMC. These decisions were taken in a coordination meeting of All Dollungmukh Area Students Union (ADASU), NHPC SLHEP officials and the local administration held Kolaptukar on April 13 last. Find long term solution
In recent months in many parts of state, the police and district administration has been facing tough resistance from locals while carrying out drive against opium cultivators. As per the latest report published in local dailies few days ago police had to open fire in the air to disperse a mob of illicit poppy cultivators when team of Narcotics Control Bureau, Guwahati zonal unit and Anjaw district administration faced stiff resistance from them while carrying out a drive to destroy illicit Poppy cultivation at Chaglagam circle under Anjaw district.
Months ago police, a civil society group and magistrate faced same kind of resistance
in Upper Siang district while carrying out operation against illegal opium grower.
Such situation is arising due to desperation on the part of those who make living
by opium cultivation. For many of these villagers it is the only source of living
and naturally they get hostile when administration tries to destroy it. The government
also needs to understand that just destroying of opium plants will not solve the
issue. Unless and until they provide alternate source of income to those who are

There are many people who once counted as the notorious persons in the capital got degree certificate using unfair means and now serving as officers in the various departments. They got jobs without facing interview that too as officers. Some of them struggle to write an ordinary leave application but they were appointed under the pressure from the ministers. So these youngsters also want to follow the shortcut route to success that leads to undesirable and condemnable behaviour in the examination hall.
Therefore, this is my humble request to take away appointment powers of Director, Deputy Commissioner and constitute the Arunachal Pradesh Staff Selection Commission (APSSC) to recruit the group C and D posts of all the departments. Also let the group A and B posts be recruited by APPSC only

The Apex Court, after accessing all the pros and cons of Bandh call culture, finally came to the conclusion that such acts are illegal and cause immense loss to the national wealth and harmony.
In the context of Arunachal Pradesh, all executive orders of Deputy Commissioners and attempts of the Chief Minister and the Home Minister to refrain from the culture of Bandh calls and pursue the path of dialogue, negotiation and consensus have failed. The Student’s bodies and other numerous Organizations have repeatedly used the instrument of Bandh calls to fulfil their overt and covert demands. Instead of resorting to other Constitutional and Democratic means such as Protest, Dharnas, Hunger strikes, the Bandh callers have always resorted to the quickest and the most effective method of paralyzing the activities Govt. and Society.
The print media knowing well that they should not be party to the Bandh callers but due to fear of physical assault and stone pelting to their properties, too succumb to the pressure of the Bandh callers and publish their notice of bandh calls well in advance and in the front page of their dailies. It is under this background that the State Legislative Assembly which is the highest and the purest forum to enact legislations and policies for the welfare of its people, have brought about this legislation called APUAPA. This piece of legislation was thoroughly debated in the assembly and thereafter passed, keeping in view the sanctity of the Apex Court’s ruling on the matter. It is an irony that the Apex Student body is terming the people welfare centric act as draconian and that too after going in slumber for months together after the enactment of the Act. Unlike AFSPA, the APUAPA has no provision of shooting at sight or other harsh provisions. The powers conferred to the Civilian Police and the Magistrates in this Act is highly limited and is more of preventive nature, with the ultimate aim of rendering social justice, peace and harmony.
I therefore, humbly appeal Chief Minister and Minister Home not to succumb to the pressure of the Student leader’s demand. The Govt. should rather implement the law in its letter and spirit and give solace and peace to the different sections of the society including the Business community, Daily wages earners the school going Students themselves who often are the worse affected by such Bandh calls. Showing any leniency or entering into any agreements of quid pro quo with the leaders will not only expose the weakness of the Govt. but will also embolden numerous other pressure groups to exert similar pressure on the Govt. to get their demands (just or unjust) fulfilled.

Dear Editor,
Recently, there was a news regarding physical assault on a teacher in JNC which was published by your daily. There was also news regarding assault on a teacher in DNGC.
But there was difference in treatment of the news as the assault in Itanagar got more prominence while Pasighat one did not. The name of the accused was clearly mentioned with regard to DNC case but I didn't find detailed news about JNC physical assault case. There was no mention of the victim as well as the assaulter.
I want to suggest your daily to please collect detailed information and give full details as incomplete information frustrate readers.
